Philippos Hadjizacharias Appointed as Deputy Minister of Research

We are proud to announce that Philippos Hadjizacharias, a distinguished professional with an exceptional track record in tax consulting and corporate structuring, has been appointed as the new Deputy Minister of Research, Innovation, and Digital Policy for the Republic of Cyprus.

Philippos, currently the managing partner at PHS & Partners—a leading tax, consulting, and audit firm in Larnaca, Cyprus—brings a wealth of experience to this pivotal role. Born in 1975, Philippos is married to Sandra and is a dedicated father to their three children.

With a profound expertise in corporate and individual tax matters, particularly in international tax planning, Philippos has been an invaluable advisor to numerous clients on Cyprus tax aspects of corporate structuring, mergers and acquisitions, restructuring, joint ventures, and cross-border transactions. His reputation as a “hard-working entrepreneur” and a “fast learner who places great emphasis on building successful teams” precedes him.

Philippos’s academic credentials are equally impressive. He holds an MA in Taxation from the University of London’s Institute of Advanced Legal Studies and a Bachelor of Arts with Honours in Accountancy from Birmingham University. He is a Chartered Certified Accountant and a fellow member of the Association of Chartered Certified Accountants UK (FCCA). Additionally, he is a member of the Institute of Certified Public Accountants Cyprus (ICPAC), the Board of Directors of the American-Cyprus Business Association (Am-Cy), and the Association of Accounting Technicians UK (MAAT).

Throughout his career, Philippos has represented clients on intricate tax matters, including acquisition and post-acquisition restructuring, re-domiciliation and registration of overseas groups of companies in Cyprus, tax disputes, reorganisation of multinational companies, cross-border activities, and intra-group financing arrangements. His advisory role extends to IT and technology companies that have relocated to Cyprus, further underscoring his versatility and expertise in the field.

An author of several insightful books and articles on taxation, Philippos has contributed significantly to the academic and professional discourse. His notable works include “Taxing Multinationals in a Post-BEPS Environment from a Cyprus Perspective,” “The Rationale for the Proposed Privatisation of Cyprus Airways,” and “Treatment of Corporate Income, Where Derived, and Corporate Net Worth Tax Acts as a Supplement to the Corporate Income Tax.”

Philippos has also shared his expertise as a guest lecturer at various universities and on television panels, providing his insights on a wide array of business, tax, and business evolving issues.

As he steps into his new role as Deputy Minister, Philippos is poised to leverage his extensive experience and visionary approach to drive forward Cyprus’s research, innovation, and digital policy agenda. His appointment heralds a new era of growth and development for the ministry and the country.
